A HOP is a highway occupancy permit and is issued by Penn DOT District 8 to approve driveways onto state roads. Rutter’s at 16th Street and SR 422 has no through bike lane for bicyclists to maneuver in significant traffic when traveling west. There are two right turn lanes into Rutter’s. Why doesn’t Penn DOT require bike facilities in the submitted plans for a highway occupancy permit? Throughout the County, there are through bike lanes installed at major intersections and at other locations where there is much traffic and a right turn lane. These are on SR 72 into Eagle Rental, Country View Grocery Store on SR 322, and at Rutter’s located on SR 422 and Killinger Road. PennDOT also failed bicyclists on SR 422 just before Clear Spring Road where right turn lanes were approved for a HOP. Something is very wrong with the approval process for HOPs.
